Draw a lot, and study artistic references (mainly things like anatomy). Also look around for some tutorials or hintsheets that talk about drawing from the basics (from sticks to sketch to final)
For example, this place has a lot of great tutorials (
http://polykarbon.com/tutorials/index.htm ) They are technically anime tutorials, but they still have a LOT of information good for beginners. (It was the best of the 3 links I have, but they're all for anime, lol)
You can be talented with drawing, yes, but even if you start off good, you still need to work at it and make yourself better. You can't just start off making things like this (

clicky me!). But they do take a bit of finding. Some good ones will occasionally turn up on the front page, though.
