If you have a 3D floor above water, can you color under the water but not between the surface of the water and the bottom of the 3d bridge?

Sure you can. Each control sector defines the color of the section in or under it.
In your case the bridge's control sector sets the color of the space between water and bridge and the water's control sector controls the water.

Oh wait, I see what's wrong. I'm using transfer heights when I should be using swimmable 3d floor.
But it still confuses me, though. I have all the Transfer Heights control sectors colored. However, the only one that's actually blue the sector that doesn't have 3d floors over it.
Here's the wad

Transfer_Heights and 3D floors in the same sector does not work.
