Static light and sector static light?

Could anyone give me a brief run down of what the differences between these two lighting styles are?
using the same values for either light - 150 150 150 25
sector static light illuminates a circle of ca 700, lighting both floor and ceiling
static light illuminates a circle of ca 120, lighting only the floor. so it is more like a spotlight.
