[TGRDM3-r294]Bug: Weap Projectiles don't Supply Decals

I think I might have forgot to implement the decals once the projectile hits a collision with a non-passable surface.
This currently affects:
Project Version/Revision: TGRDM3 r294
(G)ZDoom or Child Port; Revision(s): GZDoom r1280
Bug Reproducible: When specified projectile hits a wall or blocking surface.
Level Number: Globally
