question about sky texture size

ever since approx gzdoom 1.5.0, sky textures that are smaller than 20x20 show up as homs in opengl but not software
this also happens in gzdoom-g2.1.pre-412-g58a3b86
my question is: is there some sort of technical reason why this is happening and that it should be avoided or is this a bug in need of reporting?
