Bullet puffs

How can a weapon be made so that the puff always appears when hitting actors, like the BFG10k?

EDIT:
Preferably without crashing.

On the weapon's definition, I believe the flag is +PUFFONACTORS (though I could be wrong - for an example though, look at ww-bsni's SuperSplinter).
