So... I decided to rewrite the majority of this program from scratch. I had some ideas as to how I could improve it.

Yeah, I know everybody is partial with XWE and SlumpEd, but this is still something I want to do even if I'm the only one that uses it.

More ideas. I decided to make the palette editor in the main window using a DataGridView object instead of a bunch of picture boxes. Also, unlike zWad 1, each window can have its own individual palette.
