Can someone explain this phenomenon?

I've downloaded the PNG version of many of the textures that were referenced in a different thread...

Here's where I've obtained them:

One side seem to look fine.. however the other side does not. This is virtually the same area in E1M1 in Heretic. Can someone provide me an explaination for this?
