[1.0.19a] Sprite filtering issue

I have all of the filtering options turned off, yet in 1.19 (and 1.19a) it filters most sprites anyway. The title screen is also filtered; however, submenu text is not.

not only is it annoying, it gets worse as you play.

Fixed. Can you believe that the cause for this entire mess was a missing '>0' in one place because I had to change the return value for the function that checks for hires textures? :?
