Am I right in saying that there should only be a visible difference in these two modes when "shaders for fog" is enabled?

No. It forces shaders on. Otherwise it wouldn't make much sense. In case no shader support is present all shader options will be disabled completely from this version on.

Which reminds me: I still need to implement the same for radial fog and add an option to globally disable shaders.

What is the difference of radial fog and standard fog?
