If you are standing in water with your view above the water and you shoot a rocket downwards, you do not take the splash damage. If you are completely submerged, you will.
Try the attached. Grab the RL then shoot it at your feet - no splash damage. Then go into the deeper part of the pool, or merely crouch, and fire again. This time you will take damage.
