lspec.h.txt -- in or out?

This file has been removed from the SVN repository in r758 and has not been added back since. However, the official build for 1.4.08 contains it, with just this text:
// the previous contents of this file are now initialized from the internal line special table.
// This file will remain so that maps including it still work.
But this dummy file is neither in the trunk nor in the 1.4.08 tag.

Out.

It's just a leftover placeholder that was deleted but its absence did not trigger a rebuild of gzdoom.pk3.
