It seems that it is related to a setting...
Options > Display Options > OpenGL Options > Sector Light Mode

By default, EVERY game that is loaded get the setting of "Doom". I think this is part of the "bug".

When the torch or candle is using the "Doom" sector light mode, it doesn't get lit up, as seen in the pics. It looks normal when the sector light mode setting is "Normal".

My suggestion/request: Any non-Doom game by default should have the sector light mode setting at "Normal".

Edit: This not an ATI bug, I checked it on my NVidia board as well.

Not sure what you are getting at here. Unless you define dynamic lights for these items, they will not emit light. They never have emitted light. Bright things in Doom games are shown bright but they don't influence the stuff around them. So placing a bright torch in a totally dark room means you will see a bright torch, picked out in all its glory but the textures in the room will still be dark - even the ones near the torch. The difference you are seeing between the two setups is due to different ways of rendering the lighting for the level (I think) and nothing to do with how much light the items are emitting. From what I can see, in all your screen shots the items are correctly being drawn bright but, equally correctly, not emitting light (ie not illuminating their surroundings).
