[AMD]Changing from fullscreen to windowed mode stop the screen update

Since it's an error different from the black screen one, I belive it should have a separated thread.

This is the image showed when I change from fullscreen mode to windowed mode, I see some black areas near the edges and some garbage under those areas, also, when you change from fullscreen mode to windowed mode, the screen stops updating, BUT, if you resize the window, the black áreas with garbage are gone and the screen start to refresh his window.

I also mark this thread with AMD because it's only happens with the AMD gpu, this iuse doesn't happen with the intel one.

The hardware is the same:
-AMD HD8870m and Intel HD 4000
-Windows 10 X64

This looks like it never gets the window border sizes when the mode is switched and draws to (0,0), i.e. the upper left of the window, not the client area.

The new beta drivers from amd fixed the problem (and also another one where mid textures could glitch at certain angle)
