A built in ACS function that would return either the sector number the actor is in or the sector's tag. The tag would probably be more useful.

The idea is good. However, I have no desire to create and maintain my own ACC so unless it is implemented in ZDoom it's not going to happen.

Hmm I think most feature requests here are more along the lines of Zdoom development since ACS etc are coming from there. Prehaps a feature request guidlines sticky would be handy?
