So this may just be an issue on my end, because I've been looking around and haven't found something similar happening to anyone else.
So my computer can normally handle OpenGL, and has in general ran GZDoom just fine. However recently, for whatever reason, whenever I startup GZDoom it's takes like five seconds to do anything. Simple animations, changing menus, that sort of thing. Starting up a game is pretty much impossible as a result. I have no idea what would causing it either, because I haven't done anything to the computer that would drastically change it since it's a laptop, and GZDoom was working fine a few days ago. I've tried turning vid_rendering to 0 and it works fine, but then that sorta defeats the point of playing it in GZDoom for me.
I'm pretty much lost as to why it would suddenly start acting up like this, and was hoping someone here could help me out.

Do you have Windows 10 Creators Update installed? If so, reinstall graphics drivers.
You can try to do this anyway because apparently the problem is with OpenGL's hardware acceleration.
By the way what's the renderer reported during GZDoom loading?

So it's working now. Reinstalling my video drivers did indeed work, so thanks for your help.
